About the Author

George P. Shultz, the Thomas W. and Susan B. Ford Distinguished Fellow at the Hoover Institution, served as U.S. secretary of state under Ronald Reagan. Steven P. Andreasen served as Director of Defense Policy and Arms Control on the National Security Council during the Clinton administration and in the Department of State during the George H. W. Bush and Reagan administrations. He is a national security consultant and lectures at the Hubert H. Humphrey Institute of Public Affairs. Sidney D. Drell is a senior fellow, by courtesy, at the Hoover Institution and professor of theoretical physics (emeritus) at the Stanford Linear Accelerator Center. James E. Goodby is a research fellow at the Hoover Institution and a senior fellow with the Center for Northeast Asia Policy Studies at the Brookings Institution.
